Call to Order: Tom Carter called the meeting to order at 4:30p.m.

Board Members: Chairman Tom Carter
Vice-Chair Karl Kammann
Mayor Donna Hernandez
George Davis
Wade Nicely

Approval of Minutes: Karl Kammann made the motion to approve the October 3rd minutes. Seconded by Wade Nicey. Motion passed 6-0

Old Business: Tom Carter read the Public Notice sent to citizens regarding Code Violations. Dr. Nuzzi noted 25 letters were sent with about 60% compliance so far. Dr. Nuzzi also discussed the need for the Zoning process.

New Business: Motion made by Karl Kammann, Seconded by Jim Stover to approve re-replatting map for Jason Eldridge in Nina Ferry Landing. Motion passed 6-0

Call to Order: Mayor Hernandez called the meeting to order at 5:08p.m.

Prayer Delivered: Vice Mayor Carter delivered the prayer

Pledge of Allegiance

Approval of Agenda: Commissioner Zander made the motion to approve the agenda.
Seconded by Vice Mayor Carter. Motion passed 3-0

Approval of Minutes: Vice Mayor Carter made the motion to approve the minutes. Seconded by Commissioner Zander. Motion passed 3-0

Communication from the Mayor

Communication from City Commissioners

Communication from City Manager: Dr. Nuzzi reported that 25 letters were sent to citizens with about 60% compliance, so there has been a lot of success and positive results from the letter.
Dennis Steele has put shelves together and Parks and Rec will organize the upstairs room.
City Manager and City Recorder attended 16 hours of virtual CMFO training and learned we can increase our bid limit to $25,000 by ordinance.
We have received our second round of ARPA funds in the amount of $79,222.50

Committee Reports
1. Fire Department: We are working on finding a new Fire Chief and volunteers

2. Planning Committee: Vice Mayor Carter reported they approved two lot changes in Nina Ferry Landing and on the Code Violation Letter

3. Parks and Recreation: No Report. The Mayor mentioned the upcoming Veterans Day event and the Craft Fair

4. Road Commission: Commission Zander reported the need for the leaves to be blown off the roads

5. Codes Officer: Dennis Steele talked about the Code Letters and the new door hangers

Old Business: Tentative Dog Park Opening moved to Spring 2023

Second Reading of Ordinance 2022-006 Slum Clearance. Motion made by Commissioner Zander. Seconded by Vice Mayor Carter. Motion carried unanimously

Discussion on the need for Ordinance to create a 5-member Board of Zoning Appeals

New Business: Motion made by Vice Mayor Carter to donate $500 to Christmas in Jefferson County with $200 for Food Baskets, $200 for Senior Food Baskets and $100 for Toys. Seconded by Commissioner Zander. Motion passed 3-0

Motion for $100 for a Petty Cash Account made by Vice mayor Carter, Seconded by Commissioner Zander. Motion passed unanimously

Motion made by Vice Mayor Carter for $100 a month, at $15 and hour, to spend on Code Officer and at any time to come back and address. Seconded by Mayor Hernandez. Motion passed 2-1. Ney vote by Commissioner Zander

Dr Nuzzi discussed the need to create a committee under Parks & Recreation by ordinance. This committee will have the same responsibilities as the present Park & Recreation Committee

Citizen’s Comments: George Davis, St Andrews Dr opined about the possibility of paying our commissioners
